The municipal elections of 1999 allow all EU-citizens to take part in the vote and mark a turning point in the further development of democracy. Through the addition of an entire new generation of voters, that of young migrant daughters and sons, notions such as citizenship and belonging are deeply transformed. The film portrays this development, in an exemplary fashion, with regards to the many questions of identity and belonging that second-generation Italian immigrants face.
